Ministry of Natural Resources and Environment of Vietnam said, up to now, the documents guiding the implementation of the Law on Survey and Mapping have been completed.

The Law on Survey and Mapping was approved by the National Assembly in June 2018 and takes effect from 2019. The Law has assigned the Government to detail 14 contents; The Minister of Natural Resources and Environment was assigned to detail 2 contents.

The 14 contents assigned by the Government are detailed in 2 Decrees: Decree No. 03/2019/ND-CP on remote sensing activities; Decree No. 27/2019/ND-CP details some articles of the Law on Survey and Mapping.

The law also assigns the Minister of Natural Resources and Environment to specify two contents: technical regulations on building national standard border maps and territorial sovereignty on geodesic and cartographic products and cartographic publications; regulations on inspection, evaluation and acceptance of quality of geodesic and cartographic products.

Immediately after the Law took effect, the Ministry of Natural Resources and Environment issued Circular No. 17/2018/TT-BTNMT regulating the technical establishment, updating the national standard border map and showing the national borders, the owner National territorial rights on geodesic and cartographic products, cartographic publications and Circular No. 24/2018/TT-BTNMT stipulating the inspection, appraisal and acceptance of quality of geodesic and cartographic products.

Thus, basically, the documents detailing the Law on Survey and Mapping are built to ensure the correct process of building and promulgating legal documents; have provided adequate and appropriate regulations on the contents assigned in the Law. Documents detailing the constitutionality, legality, consistency with the legal system, compatibility with international treaties to which Viet Nam is a signatory; ensure the need, reasonableness, cost of compliance with administrative procedures. The documents ensure the feasibility, meet the practical requirements of the management and implementation of geodesic and cartographic activities.
