MONRE: Establishing a monitoring system

In the morning of April 27, the Ministry of Natural Resources and Environment (MONRE) held a meeting to discuss the project of building a system of natural resources and environmental monitoring data.

The project “Building the national database system on natural resources and environment monitoring” was approved by the Prime Minister in Decision No. 1618 / QĐ-TTg. In particular, the Ministry of Natural Resources and Environment (MONRE) is assigned to lead the implementation of the projects:

Building a legal corridor for the establishment, management and operation of the National Database;
Invest in modern facilities, equipment, technology to meet the needs of integrated processing of monitoring and environmental monitoring data;
Developing monitoring data of MONRE, connecting to the National Database of MONRE monitoring;
Training, strengthening professional capacity to meet the tasks of establishing, managing, maintaining and operating the
National Database on Natural Resources and Environment Monitoring;
Raise public awareness about environmental protection and rational use of resources.

According to the report, the overall project “Building the National Database System on Natural Resources and Environment Monitoring” includes:

(i) Building a legal corridor for the establishment, management and operation of the National Database System for Natural Resources and Environment Monitoring ;
(ii) Developing monitoring data of MONRE, connecting to the National Database for MONRE monitoring (including: Building the overall architecture of the national MONRE monitoring information system; Building monitoring data fields: environment, sea and islands, hydro-meteorology, climate change, geology and minerals, water resources, land and remote sensing);
(iii) Connecting, sharing and integrating information and data in order to complete the national database on environmental monitoring (including ministries, branches and localities);
(iv) Implementing solutions for analyzing, forecasting, warning and exploiting information and data;
(v) Building software systems to support editing, processing, analyzing information and data; Portal system to publish, provide and share information and data; application system on mobile devices for management, administration, support for information and data disclosure; data services for shared use, sharing and exploitation; API programming interfaces;
(vi) Training, strengthening professional capacity to meet the tasks of establishing, managing, maintaining and operating the National Database of Natural Resources and Environment Monitoring and Communication to raise public awareness.

Accordingly, the National Natural Resources and Environment Monitoring Information System includes:

Data acquisition system (CS);
National Natural Resources and Environment observation database is connected and shared with databases of fields under the Ministry;
Database of ministries, branches and localities;
and Disclosure and sharing system of natural resources and environmental monitoring data.

“The contents of the Project must be consistent with the overall design, the roadmap for implementation of the E-Government development of MONRE.” – Minister Tran Hong Ha emphasized .
