The documentation management for water resource licensing must go through many stages with a very wide scope including all provinces across the country.

At present, there are existing three types of water resource licenses:

• License of surface water exploitation
• License of underground water exploitation
• License of wastewater outlet

The decentralized management of the license is assigned two levels of Department of Natural Resources and Environment and Ministry of Natural Resources and Environment. The computerization for licensing procedure is necessary needed to satisfy quickly and easily the process of licensing management. It is necessary to have a centralized licensing management system on the Internet environment to link between the Ministry of Natural Resources and Environment and the concerned provinces.

How can understand the whole complex management method of water resource licensing? To develop solutions, GIS specialists have worked with many local and international experts relating to licensing institutions in the field of water resources to take full of ideas on the licensing management on the GIS Internet platform:

• Application of Recommendation Management
• Licensing management
• Application of Extension and licensing adjustment management
• Extension decision management
• Map functions
• Functions in reporting in accordance with requirements
• Searching function
• Licensing organization and individual management
• Template management functions
• System management functions (user management, permission management).

The system was developed successfully with the support of DHI – Denmark experts and local experts under the project of water resource implementation sponsored by DANIDA.
